Pi as Print Server how to be on-line always?

I have installed my HP Laserjet CP1215 (USB connection) as a printer on a Pi-B (regular B with 512 MB RAM) running Raspbian. It is using the CUPS printing software.

The installation was discussed in this thread on this forum.
The Pi also is my VPN server for external access to my home network.

Printing works OK since 1.5 months except for a 30 second timeout when accessing the printer after some idle time (don't know how long). This also affects some Windows software, which tries to set the printing orientation on startup. This causes the application to only show up after 30 seconds if it has been some time since it was last started.

So can someone here say (with reference to the thread linked to above):
1) What is causing the delay on printer access via the Pi?
2) Is there some kind of configuration that can be done on the Pi to make the printer more responsive?
I have checked the CUPS admin webpage on the Pi to see if there are some timeout related settings I can change but found none. So I assume that if there is a timeout value it must be hidden in some obscure conf file or such...
3) Is there some log or such I can look into to see what is going on?

Notes:
a) when the printer was connected directly to my Win7 PC there was no such delays, so I think that it is likely a Pi rather than printer issue.
b) When printing from Windows and using the settings button to adjust something there is the same long delay before the settings window appears. Seems like the network access is somehow delayed....
