Image file copied on micro sd is 3.2G

When I install the image for Debian Wheezy Raspbian I downloaded here on a 16 G MicroSD using WIN32DiskImager following the instruction in Image installation guide. I can only access 2.9 G total when I use the File Manager on the Raspberry PI. This only leaves 400 M free for updates or installing other programs.

Am I doing something wrong or is the normal.
