I have usb wifi dongle based on realtek RTL8188CUS chip and I want set network configurations ssid and password over android application. how can i do. I welcome your suggestions

You mean you want to access your Pi from your android device in order to configure wifi?

If you use a wired ethernet connection for your Pi first you can use an SSH app for android (e.g. JuiceSSH) to log into your Pi...

Thank your for answer but I want to explain my problem.

I want to set raspberrypi network ssid and password over android application. My problem is how can I do
wirelessly. I know command line method ,raspi wifi settings in desktop or ethernet cable but I don't want do these way. I just want to do usb wifi dongle setting over android app.

How can your Android Device communicate with the RPi when there is no network between the two

I tried to turn my raspi with usb dongle access point to android device communication. But I dont know how can I change wifi settings over ap.

If I understand you correctly, no-one else knows either. You need a communications path from the Android to the dongle before you can configure the dongle. By definition, if you need to change the configuration to establish communications, you cannot establish communications to change the configuration.
