Raspberry don't boot

Hi, I have a problem Raspberry which I got from my friend after accident with short circuit on USB HUB. SD is burn properly and works good in the other device. I plug micro USB and only PWR led is on (ACT just a little little bit green). Voltages on regulators are fine (3v3, 2V5 and 1V8), green F3 fuse have the same voltage (2V2) on both side. What can I do to rescue it?

check and see if ground and 3.3 are shorted, but reguardless, its prob the Soc (big ram, gpu, cpu, samsung chip) shorting because im guessing its fried, i have the same problem, i recomend just etting the B+ and scrapping the rev 2 for parts
