Webserving Wifi Access Point

Good evening

I have owned an rPi for quite sometime, however have never really got into using it; i needed a project to kickstart my learning, and now i have it!

I am hoping to put together a build for my little boy to go in his room:

A wall-mounted touchscreen with the rPi built in.
Upon startup it will boot into a custom splash screen (maybe Python based as i have a little experience with it), containing buttons to open select programs (tux paint and other child orientated progs).

In addition i would like to configure the Pi as a wireless access point, and serve a web page upon connection. I am hoping to use this page to host some automation features (controlling relays to allow light switching etc).
And finally i would like to run a VNC server to allow the splash screen and apps be accessed on tablets elsewhere in the house if needed.


I know this is a big undertaking for my first Pi-based project, however if anyome can give me any pointers i would be greatly appreciative.
