No video when booting the pi b+?

When I plug in the power the red light comes on and stays on, also the green light comes on for one second then goes off. After that the green light comes on then flickers three times then goes off and dimly blinks now and then. The whole time this is happening the TV screen stays blank.
I have a mouse, keyboard and a wifi dongle plugged in. I am also using a video/audio with a TV instead of an hdmi and monitor
when i got the micro sd card it was per installed with NOOBS so I tried wiping it and installing NOOBS again it has all the same files however it is unorganized
I have already checked all the points in the "boot sticky"

My first suspicion is that you don't have a correct AV cable.

Are you using a suitable AV lead with the correct connections?**
NOOBS defaults to HDMI unless you select composite video by pressing key '3' or '4' . The initial "window of opportunity" for this is only ~10 seconds (during the very first boot of NOOBS) but "re-opens" after NOOBS has performed some "disk housekkeping" (which may take some time)****

Still running Raspbian Jessie or Stretch on some older Pi's (an A, B1, 2xB2, B+, P2B, 3xP0, P0W, 2xP3A+, P3B+, P3B, B+, and a A+) but Buster on the P4B's. See: https://www.cpmspectrepi.uk/raspberry_pi/raspiidx.htm

OK that worked however after it finished installing raspbian and I clicked OK it went black again. :!: Never mind I solved it. :)

Did you answer/select "Yes" when you got the "Display Mode Changed" Pop-up?**
If not, NOOBS has probably reverted to HDMI on re-boot.
