apt-get and aptitude stuck at reading packages lists

i am running rasbian on a 16gb card on model b
whenever i run apt-get it gets stuck at reading packages lists... 0%
reflashing the card is not an option

Check your internet connection.

Then try sudo apt-get update

How long did you wait for?

apt-get can appear to stall at 0% for some minutes before continuing.
