Defaulting to HDMI Output

I recently got a Raspberry Pi, and have set it up with everything I need besides a display. I have two displays, one HDMI, one RCA. I need to use the RCA output, but despite me unplugging HDMI and making sure the correct settings are set in config.txt, it still insists on using the HDMI and will not output from the RCA output. I can't figure out what's wrong, and it's a brand new Pi.

You haven't told us what OS you are using - should we assume Raspbian? - nor whether you are using the direct download or NOOBs.
Also, you are sure your config.txt has the correct settings, but please forgive me for being unconvinced until you show us the contents there-of!

I'm running Raspbian from NOOBs. I actually found the problem, and it displays now.
hdmi_force_hotplug=1 appears twice, once by default and one generated by NOOBs. I only commented the first one.

However, the resolution is so large that it's impossible to use, and I am now getting an I/O error when trying to open config.txt, which makes no sense since it boots fine.

if your using a tv check tv resolution settings
