Delete and formatting not working

I purchased a NOOBS SD card which has pidora 18 preinstalled. Therefore, pidora is not a corrupted download.

Delete fails to delete. Instead, delete functions identical to move to trash option in right click menu in Thunar. Delete moves items to trash.
The trash can on the desktop contains two folders: files and info. Inside the files folder are the files I deleted.

If logged in as user, my "deleted" files are also in /home/user/.local/share/trash. If logged in as root, my "deleted" files are also in root/.local/share/trash. Inside /home/user and /root trash folders are three folders: expunged, files and info. Whereas, the trash can on the desktop doesn't have an expunged, files and info folder. What is an expunged folder?

Thunar file manager's menu > go > trash > right click trash can icon to empty trash can on desktop. Emptying the trash can on the desktop emptied the files and info folders inside the /home/user/.local/share/trash and root/.local/share/trash.

Crackers and their employers may be interested in reading trash that users and root had intended to delete but delete did not function. Delete instead moved trash to trash can. Is this a default setting? Or is this tampering?

Disk Management in Pidora has a format option. Menu > System > Disk Management. However, Disk Management does not detect removable media. Therefore, I cannot wipe my removable media by formating them.
