Here's a couple of ideas:
  1. Never
  2. When you and some of your fellow Spaniards have taken the time to do the translation and push them back to the Raspbian owners/maintainers.
There's some (but not much) I18N support in raspi-config, but nothing that will stop your RPi mostly speaking English with an American accent.
