after boot, Pi connects to IP addresses

Hello.
Looking at router logs, after booting the Pi connects to a number of IPs including these:
202.191.108.72:123
192.189.54.33:123
202.60.94.15:123
203.26.72.7:123
It's raw raspbian with apache and php and related things including chromium.

I'd have thought it would not connect to anything unless I told it to.

Suggestions welcomed on how to tell it to stop connecting to anything without being told to.

Port 123 is NTP.

The Pi sync's with a time server on the internet at regular intervals so it always has the correct time set.
