It is available for download from http://www.raspbian.com/. Please note, for those reading in the designer grey design of this forum, that's a link that is!

I believe it's available here via http (maybe ftp to follow, although doesn't seem to be set up as yet).

It depends on your definition of "available", the repo is publically accessible and has enough packages to install a basic GUI. Heexh is building images based on said repo which can be used on the Pi.

However a lot of packages from debian are not in our repo yet, we have not yet reached the point of self contained buildability and there is still quite a way to go before we reach what I would consider to be "release quality".

Is there any plan to make the official release support Hard Float? Is there any reason for not using it?
