Fine tuning ARPwatch

I've been playing around with ARPwatch, and had some initial questions:

1. Is there some manner in which I can have ARPwatch auto-start on an SD card (i.e. in the event of a power blip, ARPwatch would load when the Raspberry Pi is re-energized)?
2. I saw an option to run ARPwatch as a "root" user, in lieu of "arpwatch". Is running as "arpwatch" the norm?
3. I'm seeing some sample arpwatch config lines, which include an IP address. What does the IP statement do?

All I've ever done is install arpwatch and let it autostart and do its thing, I've never had to change anythong other than the recipient email address.

After several days of testing, it indeed appears everything is auto-starting just fine.
