I think it is fair to say that, in the OP's terminology, the term "bootable" means "able to be booted on my RPi". This is not the usual meaning of the word "bootable" in hacker circles, which is largely derived from aspects of the traditional X86/Windows hardware/software world.
So, indeed, there is such a thing as a bootable SD card (in this sense) and it appears that, for whatever reasons (*), some people's SD cards are not bootable.
(*) Either a) bad SD card or b) problems getting the image onto the card. And, you do have to admit, that the fact that you get nothing on the screen if your SD card ain't right (something I learned just in the last day or two), is disconcerting.
For bootable, read compatible. All compatible SD cards are capable of being made bootable.
Not sure anything can be done about a blank screen if there is either no SD card present, or a non/badly-imaged one is inserted. Without the bootcode on the SD card, the device isn't going to be able to display anything.

I've been saying "Mucho" to my Spanish friend a lot more lately. It means a lot to him.
