Am I interpreting the above correctly to mean that the Pi is (physically) connected to your desktop via (one of) its ethernet port(s)? If so I suspect the issue is with the network settings/O.S. etc. on your desktop (not the Pi). Our household has a mixture of wired and WiFi connections to the main router (and then to the internet via cable modem), most of the wired network also using a number of ethernet switches. With that topology I'm able to ping, PuTTY, ftp etc. between any of the computers largely regardless of O.S. ('though I haven't done much w.r.t. Windows 7 on the daughters' laptops). IIRC there is another thread here w.r.t. direct Pi connection to Window's boxes and associated ICS issues - it would be useful for those that know more about that to give more info. about the desktop box.
