Problem with NEWLink USB hub

I've just purchased a NEWLink 4 port USB hub (click for Amazon page), but I think I might have a duff unit. Could someone knowledgeable confirm?

If I use the hub's PSU, the LED nearest the power socket comes on. When I plug the USB B-to-A cable between the Pi and the hub, the LED nearest the USB-B socket does not light. However, the syslog does show a new entry, whilst lsusb does not:

If I don't bother with the PSU, then the LED nearest the power socket doesn't light (as expected), but when I plug the USB B-to-A cable in, the LED for that does light. The output from syslog and lsusb are the same.

When I plug devices into the USB sockets on the hub, their own LEDs light... so they're getting power, but they do not appear under lsusb and there's no mention of anything in syslog.

I've also tried this hub on my desktop computer (running Ubuntu 12.04 64-bit), and the situation is pretty much the same... I can't get anything plugged into the hub to appear. The only difference is that the syslog entry reads:

Based on it's non-workingness, I'm fairly sure it is a duff unit.... but I just thought I'd query it here before RMAing!

Okay... simpler question:

If I plug in a USB hub and type "lsusb", I should definitely see the hub listed there, right? So if I didn't, the hub would certainly be broken, yes?

I've managed to purloin an old Belkin powered USB hub and that works perfectly. Shame I've got to give it back really!
