The "VNC screen" layout will depend upon which VNC server you're using on the Pi - eg. "tightvncserver", "x11vncserver" (There are probably others). I've used tightvnc methods based upon the guide(s) in the wiki (
http://elinux.org/RPi_Guides).
Not sure what you mean by the "setup blue screen" - the only one I can think of is that for the "raspi-config" utility which runs (once) on "first boot" from a newly-installed SD card image. But that assumes you're running "Wheezy Raspbian" of course. That, unless you've modified boot preferences, boots into "fullscreen terminal/command-line mode" (text only) with a black background. the "startx" command is then used to invoke a GUI desktop usually with a large raspberry
