White Bar at top of desktop

I have noticed that on the latest version of Raspbian there is a white bar at the top to the desk top. I can put my mouse into this bar but I can't put any window into it. Sometimes the window is so large I get its top bar in the white bar and then I can't move it at all.
I know all about over scan and under scan and it is not that which is the problem.

Anyone know some config magic to convert it to usable window. It never used to be like this.

If you right click on the bar, is there an option to "Delete This Panel"?

Thanks it's now gone although I got a warning I could not put it back.

Any idea what it was for?

It was an lxpanel window, like the one at the bottom of the screen but empty. Panels can contain menus, launchers, and other applets.

You can create a new panel by right clicking in an empty part of an existing panel (and probably other methods). It is probably better to cram all your applets into one panel, though. As you noticed, each one wastes some screen space.
