when i touch the network/USB chip keyboard mouse stop

when i touch (very lightly) the network/USB chip the keyboard mouse stop working partly
i can press ctrl alt del it does an normal restart

was going to fit some tall heatsinks to them (power, CPU and USB/network chip)

Sounds like an RMA job. Sounds like its another one that got short changed in the Reflow oven. It definitely shouldn't do that....
Don't judge Linux by the Pi.......

i probably buy another one or go back to the shop and see if another one does it as well, as i have not done any thing yet to set the over-voltage bit yet (not needed to )

i may have this today https://www.modmypi.com/5v-2A-modmypi-r ... wer-supply as my pi is bit unstable with some of the USB charges i have (this one runs at 5.25v so it should get the target voltage of 5v when cable is plugged in)

well the power pack i got from them does really work well, or should i say maybe to well as the test points on the PI was showing 5.25v-5.19v i was expecting the power loss in the cable to drop the voltage down to 5v i guess the PSU is kicking more then 5.25v out (i guess the 2m one i have got see what results i get from that)

Make sure your meter has a fresh battery. Most of them tend to measure a higher voltage when the meter battery voltage starts to lower. Besides that, a Pi voltage not exceeding 5.25V should be fine.
