Raspberry Pi as torrent server

Hello,
Currently I'm just looking around and wondering if I should get one.
Well first of all I have a question.
I live in europe and if I play I connect with a vpn true russia because I got russian versions.
Anyway could I get a vpn-server running on it(so I can connect from my local network to it and then let the it connect to a russian vpn. (so everyone connected to it also get's the russian IP and will the connection be fast or?)
2. I would like to host torrents on it. Unfortanatly my torrent tracker does not support transmission, which one do you recommend then?
3. Can I get it a VPN server, VPN connection(to russia), Torrent program, and file server(to share my torrent files with myself over LAN) to work normal/fast ?

Not sure if this is what you are looking for.

I run my raspberry pi continuously (24/7) as webserver and torrent download hub.

I think it is also possible to run a VPN server on your pi and let some one connect to your pi through a VPN client. I have read it in this forum.

There are a lot of discussions on this subject. I think there are some youtube videos of this as well. from what I seen of this it a little slow, but does the job.
