Found way how to run Fedora 32 on Raspberry Pi 4:

You need to get some files and directory from Ubuntu 20.04.1 aarch64 FAT32 partition and change them on FAT32 Fedora partition.
This is list of them

overlays (this is directory, grab it full)
bcm2710-rpi-2-b.dtb
bcm2710-rpi-3-b.dtb
bcm2710-rpi-3-b-plus.dtb
bcm2710-rpi-cm3.dtb
bcm2711-rpi-4-b.dtb
bootcode.bin
fixup.dat
fixup_cd.dat
fixup_db.dat
fixup_x.dat
fixup4.dat
fixup4cd.dat
fixup4db.dat
fixup4x.dat
start.elf
start_cd.elf
start_db.elf
start_x.elf
start4.elf
start4cd.elf
start4db.elf
start4x.elf

Completely delete overlays folder and replace folder/files with the ones from Ubuntu distro. This way I can boot Fedora 32 aarch64 minimal/server editions. Worked only for SD-card, completely not worked for USB boot. Also on my 8Gb edition it's only see 4Gb. May be someone can resolve these glitches - let me know how.
