Raspberry Pi 3B - Does not boot, only red LED

I have a raspberry pi that as far as I can tell does not boot
• No activity light
• Constant red power LED

The board says it is a Raspberry Pi 3 Model B V1.2

This board was previously working, but I did NOT set the bit to allow booting from USB so that isn't an option.

Troubleshooting steps tried so far:
• Different power supply/cables/hdmi cable
• Yes I checked to make sure the amperage was enough (2500 ma)
• Reformat SD card with fresh installation
• After that installation didn't work, I brought over a different raspberry pi and hooked it up wit the same power cord, hdmi cable etc. and inserted the fresh installation and it worked on the second raspberry pi
• I read through the boot problems sticky twice (if I missed something I'm sorry, please let me know)
• I confirmed that the pi is supplying 3v3 on the pin mentioned.

I had this same problem changed to a different power supply and it all worked.

Not sure this is the same problem.
The OP, gearheart89, says he's tried already a different PSU without result.
And as Hippy says on that other thread, Butchkemper only had the problem after upgrade.

Constant red LED => PSU ok
No green LED activity => SD card not being read
Second Pi works with same card, PSU, leads, etc... => it's a hardware problem

If all the knowledge in The Boot Problems Sticky doesn't help, there's not a lot we can do.
