Charging devices from Raspberry Pi

I have a project in mind that would require a point & shoot camera to be connected to Raspberry Pi. Is the Pi able to charge other devices through USB ports?

Not really, no.
Unless you use a powered hub and charge from that.
The Pi USB port can't supply much power at all, and plugging in a device that draws too much power just crashes it in my experience.

Probably not a good practice. The limits depend on the particular version of Pi that you have. Later models no longer have polyfuses on the USB outputs to limit current. On the other hand, the polyfuse on the main power input limits the total current draw to about 1 amp.
