No Video signal output Raspberry pi 4 b with Labists starter kit.

I apologize for this post but I have run out of ideas. I know that there are many posts about the HDMI signal not working either directly or to VGA via converter.

I have a number of earlier Pis that have just worked fine to VGA from the full sized HDMI. The only difference is that I have an equivalent VGA converter with micro HDMI.
If I understand it correctly there is sometimes a problem getting the HDMI signal to work because the power supply cannot provide sufficient power for the PI and the HDMI circuit. I have set everything possible relating to HDMI output suggested by different sites on the web in /boot/config.txt but to no avail. I have ordered another power supply but I am confused as what I am using is from the Labists starter kit and so it aught to provide sufficient power. I have tried directly into an HDMI socket and into VGA via converter but nothing, always no signal detected. How do I know if the pi is working at all?

It would be good to see what state the pi is in using ssh but I have not been able to switch that on the way I usually do.
I can edit the sd card with very recent NOOBS OS via another machine, can anyone let me know which config file might I be able to edit to enable sshd.

what is the native resolution of your monitor?

It's not that the (main) power supply may not provide sufficient power but that the current available through the HDMI port is limited (and depends upon the model of Pi). What happens if you power up the P4B without a uSD card (and any USB devices plugged in)? Do you get the (new, P4B only) diagnostic display? Something like the "early" example below:
