Screen is not normal during start up

When starting up the RPI4 the HDMI 1 screen covers max 3/4 of the screen. The screen on HDMI 2 is normal.

I found that using desktop preferences, and set it to "strech to cover screen" again, but this will not help without switching the menu bar position to Bottom and then back again to the Top.

Now the screen is normal.

How can I overcome this once and for all ?

Not sure what the fix will be but you could try swapping the HDMI leads over at the Pi end to see if the 'fault' moves to the other monitor or stays with the same one.

Switching HDMI did not help. The same monitor, now on HDMI 2, continued with the same presentation.

Changed it back, and disconnected the HDMI 2 monitor. Reboot and now the screen presentation is normal on HDMI 1.

Any idea what is causing this problem when using two monitors ?

Found a solution and a conclusion.

The conclusion is that the updates of raspbian in may/june did not work properly, or the software had some bugs.

After installing the raspberry PI OS everything works very well.
