Is there a way I can connect RPi 3 B+ ssh through USB?
Because I don't have a spare monitor.

Welcome to the Raspberry Pi forums.
Is there some reason you cannot use the built-in Ethernet interface?
If there is some impediment to that, perhaps you could add a further usb-Ethernet external network interface?
