Simple answer, Raspbian, its the OS that was specifically designed for the RPI.
First of all how on earth do you get ubuntu 16.04 running on a Pi? The earlies version of ubuntu that works on a Pi 4B is 19.04, and that's been replaced 20.04 LTS.
