Please help messed up configurations

I was having trouble with a graphics program so i experimented with turning up the GPU memory. I then put it too high and everything completely froze when it rebooted and now it's completely stuck i can't shut it down properly and unblugging a debugging just boots it back to being frozen without any change. Iv tryed hitting shift when it was powering up and every combination of ctrl+Alt+delete and its still the same. Does anyone have any suggestions i can't find anything that will help

What OS do you use?

If it's Raspbian (not using NOOBS):
Stick the SD card in another computer (if it's Windows it may tell you the card needs formatting. Ignore that)
Then find and edit confg.txt. Change 'gpu_mem' to a normal value (64 or 128 should be OK)

It is Raspbian but it is NOOBS or atleast i think it should be that's what it came with i think i thought it said it only worked with NOOBS but thank you i was going to try on a computer anyway so atleast now i know what to look for
