Not really. It's beyond the scope of my knowledge of Linux. I found the fixes in question by google search. However, there is a manpage for setpci I read before making the attempt. The module load bit I don't understand at all, but was something I recognized the moment I saw it. Turns out I used it in a bygone age to fix an audio problem in Linux. At first I thought it was in my early Pi days, but now I'm not so sure; there was a time I had three desktops, including one running Linux, and a multi-boot with OS/2, BeOS, TheOS, Solaris, and whatever other OS I was exploring at the moment, so it could have been there as well...

I'm quite sure that I'm going to say something silly and unfortunately i don't have a RPi handy to make any test at this time so I beg your pardon if this is the case.
I read that on some other cases using "Chromium Media Edition" solved audio and video stuttering problems, but that was on streaming platforms (Netflix, Spotify, etc).
In case someone has the chance to give it a try
