I'm running Ubuntu 18.04.4 LTS on a RPi 4 B with 4GB. How can I install realvnc for remote access?

RealVNC is only available with Raspbian Operating System due to Licensing Restrictions.

If you must run Ubuntu you need an alternative like TightVNC....
Rather than negativity think outside the box !
RPi 4B 4GB (SSD Boot)..
Asus ChromeBox 3 Celeron is my other computer...
