You don't say what you have downloaded but RPi images are not ISOs and you cannot expect a generic ARM build to run on a RPi. You require a specific build for a RPi. Not quite, certainly not formally. But the support for 3B+ is patchy, the support for 3A+ & 4B is non-existent.
