An IDE with an IB

Are there any IDEs that work on the pi that have an interface builder and code editor (c or python)? I want to design the interface of an app for the pi store. How do I install the software, where are the docs and tutorials and how do I compile it ready for the pi store?

Glade http://glade.gnome.org/ would probably work, but I think its only for building interfaces. However, there are tutorials at https://live.gnome.org/Glade/Tutorials that should be a start, in addition to Google. It should be as easy as doing a: sudo apt-get install glade
