unable to disable password based authentication for ssh

Hello,

I am trying to set up ssh to use public key only. The guides said to set the config as:

PasswordAuthentication no

ChallengeResponseAuthentication no

UsePAM no
and restart the ssh server, which I have done. My entire config is:

Is there something I am missing? When I do ssh -v pi on another machine, I can still get a password prompt and it says:

Authentications that can continue: publickey,password

which makes me think I am missing something. I restart with sudo systemctl restart sshd, but have also tried rebooting, and neither results in the expected outcome.
