MFRC522 on Windows IOT UID Reading 00-00-00-00-00

Hi,
I am using this guide to setup the MFRC522 on Windows IOT: https://stackoverflow.com/questions/342 ... indows-iot
However I am running into an issue with the cards, it seems to read them, however when I display the UID hex it just comes out as 00-00-00-00-00. All my cards are doing this, does anyone know why this is?

Is there someway I can test connectivity of the connections to the MFRC522 using a multimeter? What would I set the multi meter too. I trust I would do one connection to ground and then another to the pin I am testing?
