Web server no working with public IP

Hello, I am new to this forum, let me know if my post is at a wrong place :)

I am trying to host a web server on my raspberry pi but I can't figure why when I try to access it via the public IP it's not working every time.

Here what I have done (inspired by this tutorial):
- Plugged an ethernet cable at the raspberry and launch the web server. (Working well)
- Opened my forwarding ports of the raspberry via my router. (Working well)
- Got a dynamic DNS on noip and install noip client on the raspberry. (Working well)
- Test the web server with the public ip/dynamic dns. (Not working very well)

It works once in 10, the rest of the time it shows "The website is inaccessible" and when it works it is really slow to load...
My connection is good, the raspberry is connected with optical fiber.

Where are you testing from ? Testing from the same LAN that the Pi is located usually dont work so well.
Also you can check the port-forwarding with https://canyouseeme.org/
