eth0 not initialized properly on startup/after reboot

After applying latest updates it seems that my raspberry 2 B 1.1 can't initalize the ethernet adapter properly, in fact there are only a couple of times when it doesn't fail on startup.

When I do a reboot, it almost always fails.
I also get some undervolting-messages although I'm just idling in terminal (I didn't observe this before).
Power supply #1: 5,23-5,26V @ 0,23A
Power supply #2: 5,13V @ 0,23A
Power supply #3: 5,07V @ 0,23A

OS: buster
Kernel: 4.19.75-v7+

Your power supplies look under-specified.
