You absolutely do not need a keyboard, mouse or monitor to set up a headless Raspberry Pi (even with a Chromebook)!

The procedure is the same as it is with Windows or Mac OS, you just need different software to write the SD card (Chromebook Recovery Utility).
I know you were trying to help, but pretty much everything you said was wrong. If you would like some help setting up a headless Pi with a Chromebook, without a keyboard, mouse or screen, just ask.
