SciLab do not appear to offer a Linux ARM release of their software:

HP Envy 4500 Wireless Printer supported by HPLIP software in Raspbian Buster.

Yes... you can use:

Yes Raspbian Buster appears to have version 6.xxxx, Stretch had the older version 5.xxxx :

Yes but do you know a workaround to get it to actually run? Scilab and scilab-cli give fatal errors (maybe a known bug in their bugzilla)
