portable apps?

I have no internet access on my rpi3. is there some way of downloading a program on my phone and transferring it to my pi?
say like a .cbr reader?

So presumably your phone has internet access?

Does it also have the ability to be configured as a WiFi hotspot? Because that would enable your RPi 3 (with built in WiFi) to gain internet access.


Or configure the RPi 3 as a WiFi hotspot, associate the phone with it, and copy the file from the phone to the RPi that way.

You cannot transfer Android apps, but yes, you can just download Linux (and arm) compatible programs or source code on your phone, then transfer the data to a Pi for installing.

But, as pointed out above, tethering is a better option.
