RPI Looping on Boot-up

I've done some searching and have found similar problems but I don't seem to find the solution.
1). I think I created the problem by powering down the RPI on its initial boot-up.
2). Now it gets in a loop during boot-up. First there is about a second or two of a rainbow square in the center of the screen. Then there is a scroll of about 50 to 100 lines of text - scrolling too fast to read - this lasts about a second or two. Then the screen blanks for a second or two and the whole process repeats - forever.
3). As I stated above, I'm pretty sure I've corrupted the SD card. I can't get my PC (Vista OS) to read the SD card. Am I going to be able to re-format the SD card so I can download a new Wheezy Raspian image? Or, is there a better solution to my problem?

If you unplug everything from the USB sockets, does it still do reboot loops?

In theory you don't need to format a card before writing a new image to it. However some image writing programs appear to 'ignore' that theory. :) If yours does, try the official SD card formatter from https://www.sdcard.org/downloads/formatter_3/. Alternatively, try formatting it in a digital camera.

If you still have the reboot loop with a re-imaged card then look to your power supply. A reboot loop is very often a sign of a PSU whose voltage drops too much when the RPi begins to turn all its circuits on during boot.

Thanks for the help! The problem was in the Powered USB Hub I am using (obviously not supplying enough current). Nothing wrong with the SD card. When I switched to another source of power, the re-boot problem went away. Now I'm having a different problem - but I'll start a new post for that. Thanks again.
