Raspbian Jessie or stretch ?

Though a full update of the OS should be first step:

That is interesting. Raspbian is 32 bit, and it is missing an aarch64 gcc package, it does not make since that a 64 bit package would be required for anything on a 32 bit os.

It's not a newbie error. Tried tagging it in aptitude to verify the problem? I tried on my own machines and again at a friends house. Same problem.

Raspbian is indeed 32 bit, but it should be able to cross-compile/cross assemble for other platforms. The package is in the repository to do this, but at least one dependancy (and perhaps sub-dependancies for that) are unavailable. It's probably just a bug in the build of the repo, but conceivable that Broadcom don't want people finding shortcomings in their v8 implementation and have "applied some influence" (there are possibly a few, but my tests so far indicate they should not have too much to worry about in that respect.
