win 10 IOT install failure

Rasberry Pi model 3 B+

i tried using the win 10 IOT to flash my SD card and when i start up the PI all i get is the rainbow background from the PI.

I tried using noobs light to download the image but am informed that the current version v2.9 doesnt support automatic installation and i am referred to a link that takes me back to the win 10 IOT utility to flash my CD Card.

Ideas?
