Direct boot to website. (Will compensate work)

I everyone, I have been working on a sign display, included an image of the basic layout, I have done. I am good with graphics not so much programming >.<. I am looking for some help on a script that would auto boot a browser in full screen when the pi is started, also I am wondering if it is possible to have 2 boot locations:

1st. boot a "index.html" file form USB, if that is not present it would then reach out to
a web address and boot it remotely instead. ( idea is some stores I am connected with oddly enough do not have internet, local option would allow them to run my site from a usb drive, and if that fails or store does have internet it would simply bypass usb if not present and load remotely.

2nd. Is there a way to completely disable the mouse courser, most these units will never have a keyboard and mouse connected I set everything up by ssh connection over a network, it would make it much simpler in case of reboots that a courser is not
floating in the screen.

If someone could help me with this, I am more than willing to compensate, I know time is money and not expecting this all done for free. I have researched a bit and understand simple boot commands when the pi starts but I really want to have this quick and clean and I am running out of time before a presentation , Thanks!

(I have looked into webkiosk and others but they are really missing the main 2 steps above that I need.)
