I love DIY. Most pi people do. As long as someone has done the steps before I can usually cobble together pieces
If you are referring to the passive POE option, yes, a POE hat or POE switch is NOT required. What that passive POE adapter is doing is taking a pair or two from the network cable and teeing it off to pass the power. You do loose gigabit Ethernet (100M only) but that is generally not an issue on the Pi. The cable itself drops a little bit of voltage, so you inject more then you need (12v lets say) and use a 5v DC-DC converter at the other end of the line.
