RPi 3B+ Gigabit Ethernet Slow Download Speeds

A few days ago I replaced my RPi 3 with USB Gigabit Ethernet adapter to a new RPi 3B+ and i wanted to use it without the adapter.
Sadly my download speed measurements with speedtest-cli show slow download speeds.
Upload speeds are ok. I use the lastest version of Raspbian.

My ISP's download speed: 220Mb/s and upload speed is: 20Mb/s
Does it have to be like this or have someone managed to get better results?

Flow control on the router needs to be turned on for best performance.

I would expect between 180 and 250Mbits/sto be achieved. You cannot get 1Gbits/s since the ethernet chip is connected by a USB connection which has a max rate of 480Mbits/s and you have to take overhead off that as well, but it should be clearly faster than the 100baseT.
