Building a camera app

I am interested in programming a camera app that could be accessed in the RetroPi OS. Basically, I am making a Car Pi for a school project, and the RetroPi OS has access to the games and I can add the Kodi OS with it and have media access as well. I was wondering what kind of undertaking would it be to add something to the RetroPi OS that could use a camera as a backup camera. I have taken a lot of programming classes in college, but this would be the first time I have tried building something like this and I am not sure how to start. Or if anyone more experienced than myself know of a OS I can use that could do all of those things already, that would work too. Thank you for any advice.

Starting with something that is very simple and known to work, the Raspberry Pi Foundation Camera Module https://www.raspberrypi.org/products/camera-module-v2/ is fully supported (by dedicated applications and a python library module) under the Raspberry Pi Foundation recommended and supported Raspbian Operating System. https://www.raspberrypi.org/downloads/raspbian/
