Is there an easy way of setting up a particular model of Raspberry Pi
for a special purpose

This is so people who were born in the last century can set it up
Leaving them with only choosing passwords, ssid and copying the files they require

It would be a Raspberry Pi zero W running headless
Rasbain stretch lite
switch off audio
minimum display
i2c on it needs to interface with other hardware
configured for wireless access point (static IP)
with DHCP & DNS (I think)
Apache2 server
java support including JSON
and a PCA9685 python library

There is nothing new here there are tutorials for every step
I am just asking for the easiest way

You could install and setup a Pi then save an image with Win32DiskImager. Zip it up and save it somewhere online. Your premillennial audience can download it and write it with Etcher.

Edit - Perhaps set it up on an 8MB SD and recommend your users to get 16MB - so they don't run out of space writing the image

As already suggested, maybe the solution is similar to the one used by the Raspberry Pi Foundation to distribute Operating System images: set up the system the way you want, then clone it to an image file. The SD Card Copier utility (part of the Raspbian Operating System) might be useful to minimise the size of the image.

But I reject the premise behind the question: if you read these forums for a while and look at some frequent user profiles I am confident that you will find that most of the regular volunteer contributors to these forums able and willing to help with your query have a lot of experience of living and working in the latter part of the 20th century!
