Making a Pi and PC a local network both connected to 3G phone

Hi,

I am currently away from home so am using the 3G internet off my phone for tethering both my laptop and raspberry pi. I am trying to set up local streaming of the camera using this: https://elinux.org/RPi-Cam-Web-Interfac ... structions

Though with the Raspberry Pi and Laptop both connected to the 3G hotspot they are on different networks so when opening up the Pi's IP on the laptop it doesn't connect or show anything, how do I make these two a local network both with internet.. I have tried Bluetooth though I can't get them to connect it says "Connection failed - no usable services on this device" and on the laptop it says 'Unable to detect service' when i select the rasppi..

I also tried sharing the internet connection through the laptops WiFi thought no access points were showing up on the Pi.

Can someone please help I just want to be able to view the camera by opening the Pi's IP in a browser window

What do you mean they are on different networks? If they are connected to the same hotspot, they are on the same network. However, with wifi, it is possible to isolate clients on the same network. Maybe that is what you are experiencing?

How come I cannot see each both devices on the laptop or Pi then? The laptop is using WiFi to access the hotspot and the Pi is using a USB cable because it cannot detect the Android wireless hotspot?

Both have internet access now however and running 'net view /all' or 'arp -a' in CMD only shows the laptop's IPs.

Even on the Pi itself I cannot view the camera stream in the web browser by typing in it's own IP address.

Anyone? Why can't my Pi see my Android hotspot? I can't find an option on the phone to change the WiFi freq to 2.4ghz.

As you stated that your RPi can not connect to any WiFi, it would appear it is a configuration error in whatever Operating System you are running on your RPi.

No just cannot find my phone's hotspot.. it is a Note 3, no options in the top right of WiFi settings to change freq settings of phone and cannot see anywhere
