Cannot increase swap file size over 2GB

Greetings,

I'm trying to compile PCL on a Pi3 and I'm getting an out of memory error at the 64% mark. What I did is edit etc/dphys-swapfile and the swap size and max swap size parameters to 4096MB. I rebooted but when I typed the free command I'm still getting only 2GB of swap space.

Can someone help me understand what is happening?
