Google cloud services

I am about to buy an aiy kit but, suddenly realized that we have to have a billing account.I was wondering if cloud service is required for creating my own commands to operate even basic stuff like led or servos.Or they will run from just SDK.

Only the Cloud Speak API require a billing account. The Assistan SDK doesn't.
You can also use the Assistant SDK to trigger local actions. The GassistPi project that you will find some links to in this subforum have good examples of this.
